About

John and Carla inside the Utah State Capital

John grew up in Arbutus Maryland where he attended Catonsville High School. After Graduating, John joined the Baltimore County Police Department as a Cadet, after completion of the Academy he became a Police officer protecting the citizens of Baltimore County. In 1975 John married his high school sweetheart Carla Inners of Perry Hall. After a short stint in Harford County John moved his family to Parkville in 1986 where he and his wife reside still today. John and Carla have two children and two grandchildren who all reside in the Parkville/Perry Hall area. 

John was appointed to the Maryland House of Delegates to file the vacated seat of Delegate Al Redmer in 2003. In 2006 John lost the election by less then 300 votes in one of the closest elections in the State. After such a close lose John continued to be active in the community and in 2010 John was elected back to House of Delegates.

OCCUPATION

John joined the Baltimore County Police Department as a Cadet. While working for the Baltimore County Police Department he was promoted as follows:

  • Cadet 1974 – Headquarters
  • Patrolman 1975 to 1979 – Precinct 3 Garrison and Precinct 9 Fullerton
  • Corporal 1980 – Precinct 3 Garrison, Precinct 9 Fullerton and Precinct 8 Parkville: Headed Selective Enforcement Unit
  • Sergeant 1983 – Precinct 12 Dundalk,
  • Sergeant 1984 Tactical Squad (S.W.A.T.)
  • After retiring from the Police Dept. John then worked in private industry along with working in a family business. In 2003 John was appointed to the Department of Juvenile Services by Governor Ehrlich, where he served as Director of Facilities

EDUCATION

  • Attended Baltimore City Public School, Kindergarten to Seventh Grade

  • Attended Baltimore County Public School graduating from Catonsville High School in 1972
  • Attended Essex Community College
  • Member of Phi Theta Kappa Honor Fraternity

COMMUNITY ACTIVITIES

John has been a resident of Parkville for 24 years and is active in the community:

  • Hiss United Methodist Church
  • President 2000 to 2003, Parkville-Carney Business and Professional Association
  • Loch Raven and Parkville Recreational Councils: 14 years coaching, coordinated fund raising
  • Parkville High After Prom Party an original member, he and Carla applied for grants to help fund the after prom parties and was coordinator for seven years. He also started the after school dances for Parkville High School which continue today
  • Jephthah 222 A.F. & A.M.
  • Fraternal Order of Police Lodge #4 since 1975, served on Board of Directors in late 70 and early 80’s
  • Baltimore County Retired Police Association
